De Westend Communications and Media Consultancy, publishers of the Daily Analyst and Business Analyst, has filed a Right to Information request to the National Petroleum Authority (NPA) demanding full disclosure of activities of the Unified Petroleum Pricing Fund (UPPF), an agency under the  Authority.

For the past weeks, the two newspapers have published articles on the UPPF and how funds are being used.

However, for full disclosure of its (UPPF) activities, De Westend believes that invoking the Right to Information Act will serve the public’s best interests.

The complete letter demanding answers on the UPPF is below, addressed to the Right to Information officer at the NPA:

June 7, 2024,

Dear Sir/Madam,

REQUEST FOR INFORMATION UNDER THE RIGHT TO INFORMATION ACT 2019 (ACT 989)

I bring you warm compliments from the management of De Westend Communications and Media Consultancy Limited, publishers of the Daily Analyst and the Business Analyst newspapers.

We write to request for some information from your department under the Right to Information Act, 2019, ACT 989).

The information we seek are as follows:

  1. Full disclosure of the operations of the Unified Petroleum Pricing Fund (UPPF), which is an agency under the NPA.
  2. The disclosure should include revenue accrued to the UPPF for the period 2019, 2020, 2021, 2022 and 2023.
  3. We also demand to know the volume of fuel (i.e, petrol and diesel) consumed or supplied per month for the period stated above.

Since the introduction of the UPPF, our understanding is that the UPPF rate on the price of fuel per liter keeps increasing without any scientific basis.

  1. In view of the constant increment, we are seeking to know which matrix is used in calculating the increment.
  2. We are also seeking to know if key stakeholders are involved in the decision-making process.
  3. Just last Friday, we are reliably informed that the UPPF margin on the price per litre which stood at 0.85 pesewas, has been increased to 0.90 pesewas.
  4. We therefore seek to know what informed that decision and which stakeholders were involved in the review of the prices.
  5. We are also seeking that, you make available to us the agreement or minutes of meetings between the NPA and key stakeholders which mandates the NPA to pay drivers directly and be responsible for their Social Securities and all statutory obligations.
  6. We are also seeking to know if the said agreement was signed by key stakeholders and which stakeholders [Names and Designation] if any.

This request is made by our rights as outlined in Article 21(1)(f) of the 1992 Constitution of Ghana and Section 18 of the Right to Information Act, 2019 (Act 989).”

Thank you.

 SIGNED
