Dr Pamela Graham, who heads the Audit Service, announced that the institution has reclaimed more than GH¢18 billion in state funds between 2022 and 2026 through its examination work. She added that the Service spared the nation a further GH¢11.7 billion during 2025 alone by detecting and halting improper disbursements.
Addressing delegates at the African Organisation of Public Accounts Committees Conference, Dr Graham urged state institutions to carry out remedial actions grounded in audit conclusions, so that responsibility is reinforced and the handling of national finances is bettered.
She clarified that audit reports ought to do more than expose monetary irregularities once they have occurred. Instead, they should provide a foundation for tightening internal safeguards and guiding the drafting of policy.
According to Dr Graham, since 2022 her office has recovered upwards of GH¢18 billion, while in 2025 alone, roughly GH¢11.7 billion was preserved by stopping unlawful payments. She further stated that financial audits should not be regarded merely as retrospective investigative tools. Rather, they ought to be recognised as sources of strategic insight that inform the design of future controls and the shaping of policy.
She emphasised that the value of auditing should not be judged only by how many irregularities are uncovered, but also by how well institutions apply those discoveries to stop similar problems from recurring. Converting audit conclusions into policy changes and institutional reforms, she noted, would reinforce governance, enhance accountability and secure the careful use of public resources.
The Auditor General consequently appealed for stronger focus on putting audit recommendations into practice, insisting that the information produced by financial audits can contribute significantly to improving public sector management and averting losses in the future.
A note on the images: the search returned photos of Dr Graham from her swearing in ceremony and the Audit Service’s official site, and I could not confirm their exact dates or that they come from this conference. For the most recent candid photos from the event itself, I suggest checking the Ghana Audit Service’s official social media pages and the AFROSAI or AFROPAC conference coverage.
