The Central North Regional Police Command has dismantled an alleged kidnapping, torture and extortion operation following an intelligence driven intervention that led to the rescue of a 30 year old man and the arrest of four suspects.

The victim, identified as Bismarck Amo, was reportedly rescued on September 11 after spending several days in captivity, where police allege that he was subjected to severe physical abuse and threats to his life while his family was pressured to pay a ransom.

The breakthrough followed an operation code named “Operation Rescue the Victim and Arrest the Perpetrators”, which was coordinated by the Inspector General of Police, Christian Tetteh Yohuno, and brought together personnel from the Central North Regional Police Command, the Anti Armed Robbery Unit, the Criminal Investigations Department Headquarters and specialised teams from the Ashanti Region.

The operation was directed by the Central North Regional Commander, DCOP Abraham Acquaye, with the Regional Crime Officer, Chief Superintendent Agyemang Badu, playing a leading role in the investigative and tactical response.

Police have identified the four suspects in custody as 42 year old Mavis Badu Acheampong, a teacher at Kumasi Girls Senior High School; 53 year old Charles Doku, a security guard; 31 year old Oteng Baffour, an electrician; and Kenneth Opoku Kwarteng, popularly known as Culture, who is also a teacher at Kumasi Girls Senior High School.

The first three suspects are residents of Breman UGC, while the age of Kwarteng was not immediately disclosed by the Police Service.

Preliminary investigations indicate that the alleged incident originated from a financial dispute.

According to the police account, Amo allegedly defrauded Acheampong of an unspecified amount of money on September 3. Investigators allege that after discovering the purported fraud, Acheampong, with the involvement of her husband, a senior military officer who is currently outside Ghana, arranged for Amo to travel from his residence in Assin Fosu to Kumasi.

Police allege that Acheampong subsequently enlisted Doku, Baffour and other individuals who remain at large to abduct the victim after he arrived in Kumasi.

Investigators further allege that Amo was held at Acheampong’s private residence between September 6 and September 11, during which time he was subjected to repeated physical assault.

Police said the alleged abductors stripped the victim, restrained his hands with nylon rope and repeatedly beat him, leaving him with serious injuries, including wounds to his head and genital region.

The alleged attackers are also accused of recording videos of the abuse and sending the footage to members of Amo’s family in an attempt to intensify pressure on them to raise money.

According to investigators, the suspects initially demanded GH¢45,000, which they claimed represented the amount allegedly owed by Amo as well as expenses they said they had incurred in locating him.

The victim’s family reportedly transferred GH¢19,500 through mobile money, but the payment allegedly failed to secure his release.

The suspects are said to have subsequently demanded another GH¢30,500 and allegedly threatened to kill Amo if the outstanding amount was not paid.

The family had already reported the matter to the Regional Criminal Investigations Department in Assin Fosu on September 8, after making the initial payment but receiving no assurance that the victim would be released.

The report prompted the immediate deployment of tracking and tactical teams, with investigators extending their operations across regional boundaries in an effort to locate the victim and identify those responsible for his alleged abduction.

Police said the suspects subsequently realised that law enforcement officers were closing in on them and attempted to move Amo to another location.

That attempted transfer provided tactical officers with an opportunity to intervene.

According to the Police Service, the suspects were intercepted while transporting the victim, who was subsequently rescued before he could be moved to another undisclosed location.

At the time of the rescue, police said Amo was partially unconscious, covered in blood and suffering from extensive bruising and other injuries across his body.

He was immediately transported to a medical facility, where he remains under police protection and continues to receive treatment for his physical injuries and psychological trauma.

The four suspects remain in police custody and are being processed for court.

Meanwhile, the Police Service has commenced a manhunt for the senior military officer allegedly connected to the incident, as well as other individuals suspected of participating in the alleged operation.

The development has prompted the Police Administration to issue a strong warning against attempts by individuals to settle financial disagreements or personal grievances through unlawful means.

The Police Administration stressed that a financial dispute, alleged indebtedness or any other grievance cannot provide justification for kidnapping, torture, extortion or threats against another person’s life.

The Police Service has also reiterated its commitment to intelligence driven policing and the disruption of organised criminal activities, while assuring the public that efforts will continue to identify and apprehend all persons allegedly connected to the case.

Photographs of the four suspects in custody have been released to the media as investigations continue.

Police have indicated that further information will be provided as the investigation progresses and additional suspects are identified or arrested.

The case has meanwhile raised fresh concerns about the dangers posed by private attempts to recover money through intimidation and violence, particularly when ordinary financial disputes are transformed into criminal operations involving unlawful detention, physical abuse and ransom demands.

With the victim receiving medical care and several suspects already in custody, investigators are now expected to establish the full circumstances surrounding the alleged abduction, determine the respective roles of those arrested and locate the remaining suspects who are still at large.
