President John Dramani Mahama has appointed Dr Abdul Baasit Aziz Bamba as Acting Director General of the newly established Value for Money Office, marking a significant step towards making the institution fully operational and strengthening oversight of public expenditure.
The appointment, announced on Tuesday, September 8, 2026, was made pursuant to Article 195(1) of the 1992 Constitution and Section 14(1) of the Value for Money Office Act, 2026, Act 1172.
The appointment was communicated in a statement issued by the Spokesperson to the President and Minister for Government Communications, Felix Kwakye Ofosu.
Dr Aziz Bamba will initially serve in an acting capacity pending the receipt of the constitutionally required advice of the Governing Board, which is to be provided in consultation with the Public Services Commission.
The new Acting Director General is a Harvard trained lawyer who, prior to his appointment, served as a Senior Lecturer at the University of Ghana School of Law. His academic and professional background places him at the helm of an institution expected to play a central role in strengthening scrutiny of how public resources are committed and utilised.
The Value for Money Office was established to ensure that public expenditure delivers measurable benefits to the Ghanaian people and that government resources are deployed with greater efficiency, prudence and accountability.
The institution is expected to intensify scrutiny of government spending, identify areas of waste and assess whether public projects and programmes provide commensurate value for the resources committed to them.
The creation of the Office forms part of broader efforts to strengthen Ghana’s public financial management framework and address longstanding concerns surrounding inefficient expenditure, inflated project costs, abandoned projects and inadequate value from public investments.
The Ministry of Finance has previously indicated that the Office is intended to complement existing public procurement oversight mechanisms by examining not merely whether procurement procedures have been followed, but whether government projects and programmes are economically sound, technically appropriate and capable of delivering sustainable results.
President Mahama’s appointment of Dr Aziz Bamba therefore represents an important development in the establishment of the new institution, particularly as the government seeks to reinforce mechanisms for ensuring that public funds are utilised in the national interest.
With the Acting Director General now appointed, attention is expected to shift towards the institutional development of the Office, the constitution of its governance structures and the establishment of the technical systems required to undertake comprehensive value for money assessments.
The Presidency has expressed the expectation that Dr Aziz Bamba’s appointment will contribute to stronger scrutiny of public spending, the reduction of waste and the efficient deployment of state resources so that government expenditure translates into tangible benefits for citizens.
