The declaration by the incumbent General Secretary comes at a critical period for the party following its defeat in the 2024 presidential and parliamentary elections, with internal discussions intensifying over the strategies, leadership choices and organisational reforms required to restore public confidence and return the party to electoral victory.

In announcing his decision, Mr Kodua positioned his candidature around the themes of renewal, unity and organisational rebuilding, arguing that the NPP must strengthen its internal structures and work collectively toward regaining political dominance.

In a message shared on Facebook on Sunday, July 26, the lawyer expressed his readiness to continue serving the party and called for a collective effort to reposition the NPP ahead of the next national election.

“Prepared. Well positioned. Focused. REBUILD. Together, let’s bring the NPP back to victory in 2028,” he wrote.

The declaration officially places Mr Kodua among the first major figures to signal their intention to contest in the party’s upcoming internal elections, where members will determine the leadership team that will guide the NPP through its opposition period and preparations for the 2028 electoral contest.

Justin Kodua has occupied the position of General Secretary since 2022, after emerging victorious at the party’s National Delegates Conference held at the Accra Sports Stadium. His victory represented a significant leadership transition within the party, as he defeated the then incumbent General Secretary, John Boadu, who had served in the position since 2018.

Mr Kodua secured 2,837 votes from party delegates to become the NPP’s chief administrative officer, taking responsibility for coordinating party operations, strengthening grassroots mobilisation and supporting the implementation of organisational strategies.

His election in 2022 was viewed by many party observers as part of a broader generational transition within the NPP, as younger political figures gained prominence in key leadership positions.

Before becoming General Secretary, Mr Kodua served as Chief Executive Officer of the Youth Employment Agency, where he was responsible for managing government’s youth employment programmes and initiatives aimed at addressing unemployment challenges among young Ghanaians.

His experience in party administration, youth policy implementation and organisational management has formed part of the foundation of his political profile within the NPP.

The decision to seek another term comes as the party undertakes internal assessments following its electoral setback in 2024. The NPP has been engaged in discussions about restructuring its communication strategy, strengthening its grassroots networks and improving coordination between party executives and supporters across the country.

The General Secretary position remains one of the most influential roles within the party hierarchy, serving as the administrative centre of the organisation and playing a key role in coordinating national executives, regional structures and constituency branches.

The individual elected to the position will therefore have significant responsibility in shaping the party’s organisational direction, especially as the NPP seeks to rebuild momentum ahead of the 2028 elections.

Political analysts have noted that the next internal elections will be crucial in determining whether the party can successfully manage its transition period, address internal concerns and establish a stronger foundation for future electoral competition.

For Justin Kodua, the contest represents an opportunity to defend his record in office and convince delegates that he remains the right person to lead the party’s administrative machinery during a period of rebuilding.

However, the race is expected to attract competition from other party figures who may also seek influential executive positions as the NPP begins the process of selecting a leadership team capable of guiding the party through its opposition years and preparing for a return to government.

The upcoming internal elections will therefore serve as a major test of the NPP’s commitment to renewal, unity and organisational transformation following one of the most consequential electoral defeats in its history.
