In a landmark legislative advancement, Ghana’s Parliament has ratified the Ghana Deposit Protection Amendment Bill, 2025, a strategic reform designed to fortify the safety mechanisms available to bank customers and align the nation’s financial protection framework with contemporary global benchmarks. The measure represents a comprehensive update to the preexisting Ghana Deposit Protection Act, 2016 (Act 931) and significantly expands the authority and operational scope of the Ghana Deposit Protection Corporation.

The principal aim of the amendment is to strengthen the Corporation’s ability to shield depositors from potential losses in the event that a licensed financial institution encounters insolvency or operational collapse. Notably, the law now explicitly extends coverage to encompass electronic money, commonly referred to as e‑money. This enhancement ensures that balances maintained within mobile money wallets, digital banking platforms, and other virtual financial conduits fall under the protective ambit of the deposit protection scheme, as operationally determined by the Corporation.

Beyond safeguarding individual depositors, the legislation imposes a broader mandate on the Corporation to proactively support the creation of a financial ecosystem that is secure, resilient, efficient, and market‑oriented. By institutionalising such objectives, the amendment seeks to strengthen systemic stability and foster long-term confidence in Ghana’s financial markets.

The Finance Committee of Parliament, following extensive scrutiny and deliberation, endorsed the Bill, highlighting its potential to materially enhance the resilience of the country’s banking sector. In its formal report, the Committee emphasised that the enactment of the amendment would reinforce depositor protection, contribute to financial stability, and underpin the development of a robust, responsive, and sustainable financial infrastructure.

By harmonising Ghana’s deposit protection framework with international best practices, the amended law provides depositors with a modernised safety net. Whether funds are held in conventional bank accounts or on digital platforms, the legislation ensures that citizens’ financial resources are secured under a structured, credible, and forward-looking protection scheme, thereby elevating public confidence and advancing the overall integrity of the nation’s financial system.
