A Civil society group known as Governance Watch Ghana says that the proposed new property rate regime the government of Ghana is about to implement is unlawful, against the interest of local authorities, and counterproductive.

President Nana Addo Dankwa Akufo-Addo, addressing the country on the economy on Sunday, October 30, 2022, said the public authority has chosen to survey the changes in the energy area, covering legal assets, execution of the Exceptions Act and the property rate system.
According to the group, the intention of the government at designing the Ghanaian economy from an import-based one to a home-based value added is a worthy initiative and in the long haul, assist with reinforcing the economy.
However, the civil society group said that under the new property rate system, just 30% of property rates gathered by the service provider through the normal stage will be dispatched to the Metropolitan, Municipal, and District Assemblies (MMDAs) whiles the leftover of 70% is divided between the Ghana Revenue Authority, the Ministry of Finance and the service provider.
It said the “new property rate regime the government is seeking to introduce is illegal and counterproductive as it portends grave danger for the finances of local assemblies and local level development.”
A statement issued by the Executive Director, Stephen Kwabena Attuh, it said “it is unacceptable for the government to disregard the law and award a contract that constitutes a usurpation of the powers of MMDAs in the name of property rate collections.”
It urged the government to end the unlawful and counterproductive act and furthermore called on Parliament to intervene by invoking its oversight obligation over the Executive in this matter by guaranteeing consistence with the laws of the country.
