The Government of Ghana has executed a significant term sheet arrangement with Eni Ghana E&P, Vitol Upstream Ghana Limited, and the Ghana National Petroleum Corporation to advance a comprehensive programme aimed at expanding domestic gas output under the Offshore Cape Three Points Project.

The accord was endorsed on behalf of the state by John Abdulai Jinapor together with Cassiel Ato Forson, signalling high level governmental commitment to reinforcing the country’s upstream petroleum framework.

The negotiated term sheet outlines a structured set of commercial guidelines designed to underpin the advancement of additional gas infrastructure through the OCTP Non Associated Gas Upgrade initiative, thereby providing a coordinated pathway for investment and technical execution.

This latest development builds upon a prior Memorandum of Intent concluded in September 2025, through which the participating entities pledged to cooperate on strategic capital deployment intended to fortify Ghana’s energy architecture and elevate indigenous gas availability.

Within the scope of the proposed expansion, gas output from the Offshore Cape Three Points Project is projected to rise substantially, with production anticipated to increase by as much as three hundred and fifty million standard cubic feet per day by the year 2028, marking a considerable enhancement in supply capacity.

The upgrade programme will be propelled by the development of the Gye Nyame Field in conjunction with the installation of a booster compression system and the integration of a new non associated gas processing configuration aboard the project’s floating production storage and offloading vessel, measures intended to optimise extraction efficiency and processing capability.

The initiative is expected to strengthen national energy security, diminish reliance on imported petroleum based fuels, and sustain increasing consumption requirements from both industrial operators and residential users across the country.

In remarks following the execution ceremony, John Abdulai Jinapor characterised the agreement as a defining step in shaping Ghana’s long term energy trajectory, emphasising that the commitment underscores continued confidence in the nation’s upstream sector as a stable and attractive destination for investment.

He further affirmed that the Government of Ghana remains resolute in its objective of fostering a transparent, predictable, and competitive investment climate, while ensuring that the development of natural resources proceeds in a manner that delivers equitable benefits to the Ghanaian populace.
