The Office of the Special Prosecutor has declared the appropriation and administration of numerous high-value holdings, comprising fuel stations, luxurious dwellings, cash, automobiles, and plots of land, connected to the ongoing criminal proceeding against former National Petroleum Authority Chief Executive Officer, Dr Mustapha Abdul-Hamid, along with nine additional defendants. This information appears in the 2025 Mid-Year Report issued by Special Prosecutor Kissi Agyebeng.

As per the report, the confiscated assets constitute part of the evidence in the litigation The Republic v. Mustapha Abdul-Hamid & Nine Others (CR/0603/2025), presently pending before the Criminal High Court in Accra. Among the properties under OSP supervision are four petrol stations located at Opeikuma, Dansoman, Abeka Lapaz, and Millennium City, together with a cash seizure totaling GH¢951,995.56.

The Office is likewise overseeing several tracts of land nationwide, including a property in Tamale appraised at GH¢9.93 million, Haatso valued at GH¢2.737 million, Danyame in Kumasi at GH¢4.766 million, and Adenta, which remains unvalued. Furthermore, the OSP has taken custodianship of multiple upscale residential units in premium Accra districts, including a two-story building in East Legon estimated at GH¢12.7 million, and apartments situated in Airport Residential Area, Boundary Road, Roman Ridge, and Adjiringanor, each worth several million cedis.

Additional holdings include six-unit apartment blocks in Agbogba valued at GH¢10 million, twenty-three petroleum tanker vehicles, and several incomplete apartment complexes in Airport City and Roman Ridge. Separately, the OSP has also seized luxury automobiles appraised at GH¢18.6 million in relation to inquiries concerning the Minerals Income Investment Fund (MIIF). These vehicles comprise a Rolls-Royce Mansory Phantom, Mercedes-Benz Maybach S680, Mercedes-Benz Brabus 800, Toyota Land Cruiser LC300, Lexus LX600, and two Fiat bullion vans.

The asset confiscations follow criminal allegations lodged against Dr Abdul-Hamid and his co-defendants, which include former and present NPA officials as well as three private firms, over an alleged conspiracy to extort in excess of GH¢291 million from operators in the petroleum industry. Prosecutors assert that between December 2022 and December 2024, the accused unlawfully procured GH¢291,574,087.19 and US$332,407.47 from bulk fuel distributors and petroleum marketing companies, fully cognizant that they lacked lawful authority to obtain such funds.

Individuals charged include Jacob Kwamina Amuah, previous Coordinator of the Unified Petroleum Pricing Fund; Wendy Newman, an NPA auditing officer; Albert Ankrah; Isaac Mensah; Bright Bediako-Mensah; and Kwaku Aboagye Acquaah. The implicated companies are Propnest Limited, KEL Logistics Limited, and Kings Energy Limited.

The matter remains before the High Court as the OSP continues its meticulous asset-tracing, appropriation, and prosecution procedures, seeking to reclaim state resources and hold the accused accountable for the purported extortion scheme.
